Plan Review and Construction Compliance Goal:
Plan Review and Construction Compliance will (a) provide quality service to our clients by being efficient, flexible, responsive and accountable, and (b) will review plans, specifications, and observe health care facilities construction to ensure compliance with applicable codes and regulations.

Comment and Process Review

Comment and Process Review (CPR) is a procedure clients should use to promptly resolve issues concerning plan review and construction observation comments. In addition, clients should use CPR to promptly resolve issues concerning processes such as emergency, over-the-counter, and expedited reviews. Clients initiate CPR by discussing the issue with the staff member shown at the first level of the appropriate CPR Path. If the issue is not resolved at level one, clients have the option of proceeding to level two. If the issue is not resolved at level two, clients have the option to proceed to level three. After level three, clients may appeal unresolved issues by following the Appeal Procedures of the Hospital Building Safety Board.

Important Points

  • The goal of CPR is to resolve promptly at the lowest possible level, all issues that develop between Facilities Development Division (FDD) staff and their clients.
  • FDD staff must respond to client within 24 hours.
  • Decisions are non-binding if made by FDD staff not listed on the CPR Paths.
  • Decisions must not be construed as establishing a decision for future requests.
  • At any level of the CPR Path, FDD staff may require the submittal of an Alternate Method of Compliance Form. FDD staff at levels 2 and 3 of the CPR Paths is responsible for approving or denying all Alternate Methods of Compliance requests.
