Rapid Review Unit (RRU)

All new projects falling within the maximum construction estimate threshold may be eligible for the Rapid Review Unit (RRU). This Unit was created to provide expedient review times for qualified projects not involving unusual complexity. All RRU project reviews will receive a turn-around time of 15 business days.

Rapid Review Program

Applies to:

• New projects up to a maximum estimated construction cost that varies between $100,000 - $175,000, dependent upon fluctuating workload.

(For the purpose of determining Rapid Review Unit eligibility, the estimated construction cost excludes imaging equipment costs, design fees, inspection fees, offsite improvements, and fixed equipment costs including but not limited to sterilizers, chillers, and boilers.)

Does not apply to:

• Existing projects that were initially reviewed by a Region, including backchecks, Post Approval Documents (PAD's), and Deferred Items (DI's).
• Projects requiring an Alternate Method of Compliance.
• Projects having equipment which is missing required OSP numbers for special seismic certification.

Application Process:

Facilities shall submit projects using the standard OSHPD plan review submittal process. Eligible RRU projects will then be internally identified. No special application process is required. You will receive notification once your project is selected for the Rapid Review Unit.

OSHPD RRU Over-The-Counter (OTC) Reviews

The Rapid Review Unit offers Over-The-Counter days at San Diego and in the Sacramento Office. As opposed to the standard Rapid Review Program, these sessions are for project reviews that would otherwise be eligible for field reviews by field staff:

• Post Approval Documents (PAD's) and Deferred Items (DI's) on large projects currently in construction, regardless of which Region preformed the initial review.
• New projects that fall within the eligibility criteria for field reviews.

RRU OTC criteria is such that each discipline review shall take no more than 20 minutes. Those reviews exceeding the criteria will be referred to the office.

San Diego Appointments - 3rd Monday and Tuesday of each month (or as adjusted for holidays)

• Scheduled by submitting an email to RRU.LA@oshpd.ca.gov.

Sacramento Appointments - 2nd and 4th Wednesday of each month (or as adjusted for holidays)

• Scheduled by submitting an email to RRU.SAC@oshpd.ca.gov.

Upon acceptance of the review for an OTC appointment, an application is required at least 5 business days in advance of the appointment so that a Project or PAD number can be assigned.

Electronic Plan Review

Effective immediately, electronic plan review is currently being offered as a pilot program for the months of May thru June. Beginning July 1, 2012, it will become a required condition of RRU eligibility. Please visit the Electronic Plan Review page for further details.
